More Policy Editor

The policy editor now loads a list of plugins in a g_thread() so there is no more hang/delay when it opens. It also use GNOME-VFS to read the directories/files.

I’ve got a meeting to attend but later on I’ll get the rest of the functions hooked up. My latest code is in CVS; not sure when it will hit SF.net anon CVS servers.
